i bet this is part of the furni that will be used when the track and car things come out to start the races. its like a scalextric thing but for in habbo rooms with your habbo riding on the vehicle :) screenies have been posted about it before so if you search you might find them on here.

Double click it, the red light comes on.
Double click it again and green turns on, red off.
One more double click and its all off again.
(This can only be done from within a space near it, like the scoreboard/holodice)
