i don't know when they open, but when they do it will be announced and anyone can apply if you fit the criteria stated.

They open when around 5 or more Moderators are needed around the forums. They are open to anyone aslong as you meet the criteria stated in the post. When they open the post will always be posted in the Announcements forum. If only 1 or 2 Moderators are needed then Moderators will be selected from the Reccomendations thread in the Moderators forum.
I think last time it was also only for people with under 3 infractions.
