Hmmm I have't played habbo in a while but I'm sure that when the arrows is above some ones head it shows there habbo on the right along with there name, mission and badge, in that image the arrow is above the habbos head but there not on the right.

i'm curious again, right click the image > properties, or even look at the end of the link - it's saved in .png
if it was saved in .png the quality wouldn't be that low normally.

it was a jpeg, he probz resaved the jpeg as a png

actually, those that said that the picture has been edited are wrong
i have just tried this myself, maybe you should aswell.
when you click on someone at first, their habbo etc appears in the bottom right corner.
BUT when you click trade, their habbo pic etc dissapears.
try it yourselves :]
