Paint is the best program to use for alterations, as thats what most people use.
But, they are pretty good, especially for your first alterations.

I use paint and then use graphics gale to touch them up since u can use layers with it! ps graphics gale is free (kinda) it just cant do gifs tho (unless ya get [prof edition)
