As far as I'm aware you can only use animated avatars if they are uploaded somewhere else.
You have to be VIP
My avatar is animated.
Just upload an avatar how you normally would then select the animation. Might only work for VIP's though.

it depends on file size and pixels if it's too large it will be a still image.
