Because you're not meant to reuse passwords at all :P
that is stupid. let us reuse passwords please :D
It is a safety risk as others have pointed out. It is easy to make a new one anyway even based on it if you have to.
Example:
Previous Password could of been gangsta1
New Password could be g4ngst41
Plus it would be harder for people to guess it then anyway as it is using a mixture of letters and numbers. Trust me it's not that bad, on another forum every couple of weeks I was made to change my password and that couldn't of been a previous one either so be thankful you can keep your current one for a while. :P
I think for forum members that are not staff we don't need to be this strict, and allow them to keep using the same pass.
But I don't know if this is easy to change, it has to be this strict for the staff accounts for sure.
Other than mods and above, I don't see why anyone would need that amount of security.
I only change my password when i forget it.
Nor do any staff need to change there passwords ;)

Staff get forced to change their passwords after a certain amount of time by the options set on the forums. Depending on the risk factor of your account being stolen and what could be accessed on the forums is what determines how frequent the forums force staff change their pass.
I have to agree with NVR and that if you need to change your current account pass then your previous pass is also a risk. If you are not changing for safety reasons then no idea why you changed your pass to a new one and then want to change it back in the first place.
I suggest a new pass would be better for you :)
Random password generators are the way to go. Here's one I use a lot.
I have never been forced to change my password by any forum options. I change mines once every 2 months ;)
