Someone give me an idea on what that means?

The admins can read your PM's between you and other people.
Basicly, admins can login to the admin panel and read PMs that have been sent and recieved by certain members.
This is incase abuse is sent through PMs.
It's been that way for ages, this was stated in the old rules as well.
That is why we urge members not to send personal details through the PM system such as passwords ect so admins cannot be blamed for loss of accounts ect.
Very few admins can read private messages - they are only looked at when rule breaking via pm is reported by another user.
Like J1MI said it's been this way for a long time. I remember when I had my forum I had this very same feature on my admin panel because it's quite useful really, If your not sure about a member PM report for example you can check exactly what the PM says through this method. Although I wouldn't worry too much about it, I'm sure the admins don't go looking through your PMs at random ;).
PM's could be read if there was a complaint that warranted it but other than that I think its wrong if anybody is just allowed to read private messages. I know some forums where management say they keep pm's private but still like a good read :o If any admin/General manager is allowed to read any pm just because they feel like it then my pm's are being deleted and turned off.
Edit: I see Mad replied and put my mind at rest :)
