Name Change

Ok i know it is a vip eature to change your name.

But is a normal member allowed to do it if they move habbo account since my account is now DJ-Dominator

You need to friend request whoever is in charge of name changes and stuff on Habbo to proove you own the name.

Drop Elkaa or Nrvs a pm, he always replys quite quickly. He might just ask to meet him on habbo or sumin to proove it.

Indeed, Forum Moderators, Content Designers and Graphics Designers don't need their forum name to be the same as their Habbo name, those are the only jobs.
