cause on the box it says Xbox online 2 - 10 and then Co-op 2-4, does that meen i can do it offline?

no you cant ( the bit in green is offline, orange is online)
Co op means like missions together... e.g team mafia work. but thats online.
I dont think so as on the back it says "co-op 2-4" but its in orange..... all the features in orange are xbox live only.

On a list i read it said that you get special stuff at certine lvls,
Im at 100% with roman (friends not missions) and it says on the thing that he sends a car to pick u up if u call him but theres no option and when i call it just gives an awnser phone,
WHY?
you have to select at the bottom free cab or whatever unless his cab company already burnt down then its quite self explanatory
