everytime you click test it move the naigation down ..is that the problem?

By the looks of the code, you haven't put valign='top' in at all.
thast what i said at the begginign everytime you click test the menu move down .... And put valign='top' in!

Open your layout code on notepad.
Press crtl+h
In the find box type "<tr>"
In the replace box type "<tr valign="top">"
Press replace all
Save
