Grand exchange is best. Large, open space and a bank in the middle. Not quiet though :P.

Piscatoris Fishing Colony is the best place in runescape, you need Swan Song quest to get there and its generally quite quiet apart from about 5-10 fishers per world and the odd firemaker.
