Yes, just that details have not been released about it. Chances are it will be a PC only game for a while.
BTW it won't be Half Life 3, it will be Half Life 2 Episode 3.
Half Life 2: Episode 3 is expected to not come out for a long time yet (maybe late next year).
It is going to be the last of the HL2 saga. :)

Half life 3 will probably just be a collection of episode 1,2 and 3 but this isnt confirmed.

So basically half life 3 will be another skip in time with mr freeman ending up on yet another train
