You have to be a high smithing and mining level to make them though *80-90*
So not everyone can.
They are widely used too.
but if you think about it you brought 1500 or whatever, its not hard for someone to make 1500 and then they will get the prfit and not you as there will be less demand for them when you try to sell yours

We planned to buy most of the rune axes up for sale.
This would then create a shortage and people would want them more and pay a higher price.

Its a fair idea trying to exploit the GE. Would need to be on a far greater scale though. In the 100's of millions and you might've got somewhere - on something better.
You still wouldn't be able to make much profit. Thats the problem with RuneScape's market. Its not like an everyday one.
IE, take out every single yew log. 50% of the players can cut them. So a virtually unlimited supply. In real life, if you bought say every single armchair, only so many people can make armchairs. Meaning a limited supply.
It'd work best with a rare in demand (party hats - with billions) or santa's.
