erm i suppose im a level 8 i could start the quest being a pheniox. im a black arm on my level 80ish but yeh i can do the quest
You need to go upstairs in there wepon stash, and then steal the 2cross aarows, the man stopping you is lvl 23.... so yer need someone very good xox.
