I think they are free, but you will get more effects to choose from if you're a HC member.
Who even suggested that they would cost credits?
I was under the impression that it was a feature, like the various dance options.
They'll be a price of 20 credits if you want the full range. (Habbo club)

I'm almost certain that these 'pixels' (leaked on the catalouge page, check the other threads) will be the purchasing for them. I think that they will be available in exchange for 'pixels' for an allotted amount of time (maybe a week/month)

The Pixels will just be for renting furni by the looks of it, and the "coming soon" badge section is also related to the pixels;

I Gained that image off another forum, but you can gain access like he did by using a firefox add-on that i'm sure i can't speak of on here.
