They probably just put a screen up quickly, which would hint its a short patch.

I reckon it'll be a fix for the scripting. Like Jarkie said, they won't be adding any new content considering at the moment half of Habbo can't even stay in a room for 5 minutes.

EDIT: Found a way to get on. Loggin in again may help, but if you still get the community page load, select a room from there. You'll see theres a load of rooms that are popular or whatever, click the join room there.
