Should be in International News and Rumours because the badge code is ZZZ, which means it's international. Likely we won't get it.
I bet it's just a tester as they failed last time (the gold $ xmas badge).
If it is released, it looks to be some reward for getting pixels or something. Doubt it though.
i wouldn't mind it, it's funky.
