I'd say training on experiments. When I was around 60 and wanted to head to 70 I trained there.

Yaks at Neitznot are good exp.
They are only level 22 but they have 50 hitpoints, and they rarely hit.
To get to them, you need to complete The Fremmenik Isles quest.
As for armour, what's your combat level?
Most people wear Fighter torso which you can get from the Barbarian Assault minigame, and either Dragon platelegs or Rune platelegs, with Dragon boots and a whip (or dragon scimitar if you don't have 70 attack).
Neitznot helmet is also very popular, and you won't need a shield at Yaks seeing as they rarely hit you, so I'd go with a Rune Defender which you can get at the Warrior Guild.

To access Yaks you only need to start The Fremenik Isles.
You could try rock crabs on waterbirth island, there is a spot where you can pretty much afk train (although I wouldn't if I was you lol, just watch a movie or youtube videos while training)
Or get a iphone and sort it out with VNC and just do whatever and check on your progress every minute or so
