Cardiff's being used for RWC but won't be used for football world cup as they'll have enough stadium's capable of holding the games, they might though. Commonwealth games won't be here in 2014. Football world cup will probably. UK is going to host a lot of things in the next decade and further than that.
They'd probably use the Millennium Stadium.
I thought the Common Wealth games always went to the city that hosted the Olympics the previous time?

TBH we boast probably the best stadia outside of America, so it's pretty easy for us to stage events like these. :/

If Elland Road is used for the world cup (rugby) then I'm going to watch the games (that's if Wales play there of course), about 20-30 mins way from here.
If this was in Scotland I guess it would be a "good decade" for Britain, right?
