Pets are now accesable via the inventory under pets.
You can scratch 3 times a day, its a bit like respects they can go to any pet. There is also a trick button that you can unlock differnt features.

The ribband one is how many scratches your pet recieves.
The sparkly one is how many times you have scrathed a pet

EDIT: It would be cool if the scratches acted as a pet currency.... could use it to buy pet food and other pet related items rather than using credits.
I think that there should be more pet acessories including more fancy items and ways to customize your pets available in the pixel section of the cata

He wasn't referring to the other 2 badges in the picture (true habbo and respect) - I don't think so anyway,

When you drop a pet in someone else's room, is it effectively giving them your pet or can you pick it back up?!
They can only kick it out of the room, which kicks you too. You can pick it up and it leaves the room when you leave the room (unless you drop it in a room you owm).
Also should the owner of the pet have rights in the room, you will not be able to kick the pet out
