I know, hence the "why is this blocked" in the title.
Whilst you may not use it for a substitute for that other word, a lot of people do. You can still say it - it just gets filtered.
And the signature limit?

Meh, no one uses shi.z, it's fine as a word as you can't really call someone a shi.z head as you'd just look like a 12 year old having a tantrum, but it's a lesser word and rarely used in modern day conversation between teenagers online. We're the abbreviation and text speak generation, shi.z died out in the 90s/mid-00s.

You're thinking of them in context to bodily functions, so no not double standards at all. In the other context, they're very different - to take the piss is to make fun of someone or something.
