Chav IMO is Burbury cap wearing, ciggarette smoking, cider drinking on street corners. ASBO's, Bullies, Terrorisors to the elderly. And yes, Black Chavs do exist.

I'm unsure about black chavs, even if they wear the same thing as you described people don't really call them chavs (well people I know)
even when you type in black chav in google images white people show up

my definition of chav would be;
a deluded state of mind where the only thing important to you is speaking like a prat, being a sheep and following the latest in filthy chavvy trends, chasing beaten ***** and not thinking about your future, your actions or their concequences on yourself or other people
ooh where i live theres lots of black chavs
