Are you allowed to accuse people of scamming

idk, I think it was if they are a user of th forum

No you're not allowed to accuse anyone of scamming whether they're a member or not afaik.

I don't think you're allowed to accuse anyone of scamming, but you're allowed to provide links of a person scamming. Might be wrong.

Well I'm going to say (and sorry for doing it this way) this is what the rule states:

You interpret the rule correctly, e5 should've closed this and removed the information.

Is it actually a scam? Other than in the thread title where it says scammer, he just mentions the user previously being a troll and being unable to count. Maybe @e5; didn't realise it was a scam (if it is). I haven't seen the video :P.

Afaik you can't accuse other members of scamming. Pleke is permanently banned and therefore not a member.

I was actually clearing this up with Phil but we didn't come to a conclusion so I am yet to do anything

Even if hes banned hes still a member... Anyone who registers is a member
