On the page it says you can do it on habbo, create it, or graphically design it... people that have the better programmes for designing are just going to get a good habbo room and expand on it which isn't possible for the people just making rooms.. i personally think the winner will be one thats sent in, just because of the efforts they went to, to send it :P
