how do u make layouts?

what is the best and simpest program to slice and make layouts and banners

Paint/Adobe PS

ok so can i get jasc and will that work 2 does corel code them and if it does is it hard to do

I surgest starting the hard way. Easier in the long run, but doing it manually

Paint Shop Pro

Notepads all u need, images are secondalry, and paints all u need with that, athogh a better image program would help "/
