cute news is php. athogh the whois online vesrion is just remotly hosted, so u dont need php.

my serves dosnt support php so ive never had the chance to realy work with it, so i dont know that much about it.

Ok you can use whois-online.net that is REALLY easy to use
also you can go to hostedstuff.com they have a news section its not quite so good as cutenews but u can comment and stuff there is anotherone but i sadly dont remember it

It really dosent require php knowledge...you just have to install it..not that hard really
