I personally think he's a good leader, he's unpopular because of the war, but I seriously doubt that his intention was to lose lots of money on it. Rather, I expect he thought he could cash in on some of the oil money made out of it, but we're yet to get a hold of it unfortunately (the Americans don't like sharing). Just like any useful human, his best interests include himself, but also I think he holds the future of Britain close to him, a good man.
