Fastest is feather fishing, barb village for F2P, Shilo for P2P.

But he gets them lame tuna which will lower his exp so it evenso out, i guess it depends on his fishing level...

Lobs, easier to sell, faster xp.
You could always go for monkfish, as fast as lobs but as much xp as sharks.
