Basically i need a guide of what armour i should buy + what levels i should try and get up {lots of info}

You could blow it all on construction or..

Obby set, rune boots, d legs, black cav, d skimmy, rune plate.

That would look pretty leet for your level, but for me I would change the cav for an eyepatch lolz. XD

Try get it cheap though. : D

& then save up for a whip.

obby sheild - 60 def
obby cape - any

Just looked up your stats and realised your defence is like 60.
If I was you i'd get up your range level.
