Buy 2k flax, 200k and spin it and that should get you to where you wanna be.
Or pick the flax yourself and don't spend anything.

You need to spin 1097 bow strings to get to level 32 according to www.tip.it

However, you need to get level 10 crafting before you can spin bow strings, so tan cowhide and make leather until level 10.

If you spin 2k bow strings you will get to level 37 crafting.
