I have 2m spare atm, do i buy tourags or a whip and get full rune , whats the lvls needed for whip?

70 attack for whip.
Id get whip because torags isnt too good on its own, just with whip.

70 attack for whip, i would get whip because torags isnt that great on its own people like to use torags pl8 + legs + whip + rune defender because the hammers + helm arnt that great.
