If your site works, and your cPanel works then your FTP should work - if not you're doing something wrong.
Make sure the port is 21 unless otherwise stated and that all details are correct.
If not - contact your host.
I'm with Galaxy and FTP seem to be ok! Yesterday they had a very BIGGGGG network problem.

...Right...That is actually not true? Just because port 2082 (cPanel default) and port 80 (default Web Server port) are working doesnt mean port 21 has to be working.If your site works, and your cPanel works then your FTP should work - if not you're doing something wrong.
To check if port 21 is running go to:
http://www.t1shopper.com/tools/
and enter your URL in the field and click Go.
