Habbo said they were having trouble with Posters when v12 came that's why some have been removed and others released. Probably same with flags.

The posters thing is just habbo keeping us guessing

They did it at V7/8/9 and theyll probably do it again in the future.
But the flags thing is very true. Been like that since v12 came out
