Does it really matter if you know when X applications are open before everyone else? You won't know what is going to be asked, so it's not like you can send the application off early or anything.

But :Kosmickitten hit the nail on the head - it depends when redtiz thinks it's time to grab a new bunch of X's. And unless we can mind read, I don't think anyone else will know.
