Personally, I'd go for Vegas. I much prefer first to third person, and I think Vegas is a better game anyway. Challenging single player story, along with terrorist hunt missions too, and loads of online modes to keep you going.

Vegas, although GRAW 2 has an excellent multiplayer aswell.
