It based on how you currently work,
if your work standard drops then your predicted grade will too

i've done mine but might as well post wat i was predicted and wat i actually got, dont no how good my teachers were at predicting :p

    maths - prediction a* - got a*
    english lit - prediction a - got a*
    english lan - prediction a - got a
    history - prediction a - got a
science - prediction aa - got aa (one mark off a*a* :@)
    statistics - prediction a - got a*
ict - prediction aa - got cc (kapuffle with cwk, basicaly didn't do whole unit
    re - prediction b - got b
    tech - prediction b - got b
    german - prediction c - got c

so out of 12 gcses, i met 8 targets from teachers, failed 2, exceeded 2
    not bad ;P
at my school they based all predictions projected from year 9 results somehow, then after that they assume you go up a grade you your mock gcses which you do in year 11 decmber time.
