That's not true :S I had 3 rep at one time, as did anyone with more than 3 except for rep buyers. 3 rep is 1.5% of a rep point

Yes it would, I've had it before where I've needed just 1 rep point to get an extra power. Besides, rep in terms of power isn't enough; if people think you're a brown nosing noob no-one will care anyway.
