Yes Atleast 5 to Different people if you dont and try to send it to he same person it will not work, so it has to be to different people.

Im not sure, I sent some rep to :-Mystical.Dave- a while back and I recently tryed it again but no luck, so I think it might be 7 or 8 ? before you can give it to the same person. I hope this helps!
