Cape of Legends

On that page it says "It is possible to obtain the cape without having completed the Legends Quest". Is that true and if so, how?

i dont think it is , cuz i could only use it once i was done, but im not sure =/

If it is possible it's pretty stupid because that's one of the main reasons that people do the quest (and gather the 107 quest points required to get to that point).

I'm working towards this quest although it's gonna take a while to get fifty agility and fourty-five herblore.
