Well, I thought I would make this thread, as ?-Doc-? questioned me on why I gave 4 reputation. I'll start from the best reputation, to the worst reputation.
7 reputation bars
With this reputation you will be able to give 6 or 7 reputations to the person you are repping. (The last two bars will be a brighter green)
6 reputation bars
With this reputation you will be able to give 5 or 6 reputations to the person you are repping.( The last bar will be a brighter green)

5 reputation bars
With this reputation you will be able to give out 4 or 5 reputations to the person you are repping
4 reputation bars
With this reputation you will be able to give out 3 or 4 reputations to the person you are repping
3 reputation bars
With this reputation you will be able to give out 2 or 3 reputations to the person you are repping
2 reputation bars

1 reputation bar
With this reputation you will be able to give out usually 1 reputation, inless your a new member, which will usually give out a grey reputation.
Grey reputation
This is called 'off' reputation. VIP members can turn there reputation off, and any member will not be able to see how much reputation they have.
You will usually get this reputation from a new member.
Red reputation
This is negative reputation. You usually will get this from a member that has enough power and does not appreciate your post.

I'm not sure, maybe it's set up differently but on other vBulletin forums i use your post count also effects your rep power and the bars give about double that power you have given; for example on there i have 5 darker green bars and 1 light one, and have a rep power of 28.
