well i need to retrieve the password for my old habbo account, but my old e-mail address has been closed (tiscali)

Is there any way to register one with them because I cant find a way

I think tiscali mail is only for tiscali customers, your best bet is to contact habbo, via the help tool and tell them what has happened, they might be able to get your account back (if you can provide enough information on the ownership of the account)

the other option is to contact tiscali, and explain to them your problem, they should be able to help you out.
