This also depends on how much stress the website is under. You can get slow speeds if its being used a lot.

Okay, im on 10mb and i usually get about 700kbs on torrents, if they are decent enough.

Its just the site you were downloading from, your speedtest is fine. Try downloading from download.com, I find cnet's servers to be pretty zippy.
