Mine used to do that, so I got a new webcam and it stopped doing it.

Try going into Device Manager (start, right click computer, manage, device manager), find your webcam, right click it, update driver software. If it can't find any new drivers, try clicking properties and uninstalling it then rebooting, when it comes back Windows should find new hardware and install it automatically.

Start Bar > Right click C:, [Manage] & Then device manager

Find your webcam, and roll back the device.
