whats best and fastest why to get that

I'd say training on experiments. When I was around 60 and wanted to head to 70 I trained there.

400 Exp each time you kill them and there only level 20 something.

You have to get half way through the frankenstein quest to fight them. There worth it though, beleive me.

Orite ok first need to go for a fit look seeing there so much new stuff arround there

Yaks at Neitznot are good exp.
They are only level 22 but they have 50 hitpoints, and they rarely hit.

To get to them, you need to complete The Fremmenik Isles quest.

As for armour, what's your combat level?

Most people wear Fighter torso which you can get from the Barbarian Assault minigame, and either Dragon platelegs or Rune platelegs, with Dragon boots and a whip (or dragon scimitar if you don't have 70 attack).

Neitznot helmet is also very popular, and you won't need a shield at Yaks seeing as they rarely hit you, so I'd go with a Rune Defender which you can get at the Warrior Guild.
