It does, read the smallprint for any "fair usage" clause though, companies that provide internet like to hide those sorts of limits in smallprint.

Also i think the BC9500 is has HSDPA. But depending on your location you should be able to browse via GPRS (slowest, usually in remote places), 3G or HSDPA which are alot faster and usually available in most places now.
