It shouldnt be up to the Forum Manager to do create the skin. At all. Its there job to manage, not to design.

You're basically asking for someone to set up the forum really.

I really think that the forum manager is to manage the forum. They shouldn't need to make the skin as some people know how to be a forum manager but do not know how to skin. For example me. I can edit skins but can not skin. But I have been making forums helping forums for 4 years. So yea.
