vBulletin Options -> User Registration Options

At the bottom it allows you to set the default settings.

This will ensure that new registrations have this default set up on their accounts.

As for setting it up for pre-registered users

AdminCP -> Maintenance -> Execute SQL query -> Automatic Query

Change to "Posts - Oldest First"

    Then click "continue"

If you get given permission errors when clicking "execute sql query" go to config.php and put your userid where it says "can run queries".
