Image editing website/program?

I have seen a few pictures around and it's people putting there pictures on a website or something and it puts them on a billboard, photo frame (like in the house of commons), in a art display with people around etc.

Does anyone know this website?

EDIT: It's the same one scroll right to the bottom and you see the 2nd picture .
