There's a few things you can do.

With combat, you could train Slayer. You'll be making cash even at lower levels, since the small drops all add up.
If you're not interested in Slayer, then you can kill Ankous in the Security of Stronghold on the 4th floor. They drop level 3 clues and lots of runes and arrows.

With skilling, you could also woodcut yews south of Seers Village or Edgeville for cash, or get 60 Mining and mine coal at the Mining Guild.

Or you could fish lobsters at Catherby, then once you get 68 Fishing, you can go into the Fishing Guild and fish there.

No matter what you choose to do, you should also farm ranarrs in between training, since it only takes a few minutes everyday to do a few herb runs, but the profit really adds up.

With the farming, what would I have to pay the farmer to keep an eye on them for me?
    + Thanks for everything else

With herbs, I don't think you can pay farmers to look after them, but I might be wrong.

It wouldn't be worth it to pay the farmers anyway. The seeds are quite cheap, and as long as you use supercompost, most of the herbs should grow anyway, and you'll be able to make a good profit.
