HxHD Perm Bans?

Why have they returned? Nvrspk4 got rid of them several months ago for a reason, THEY DONT WORK! They are a waste of time and hassle for staff and just cause people to have to load up auto-loaders again.

When was this decided, in the announcement several months ago Nvrspk4 said that perm bans would NO LONGER be handed out becuase they didnt work? Not, they would only be given out to people who are luaghing at me becuase i lied to everyone about my age.
